Consul-General at the Turkish Consulate in Rhodes (Italy), saved 42 Jews from deportation to Auschwitz. Ülkümen levied Turkish neutrality to claim jurisdiction over Turkish Jews in Rhodes. He saved as many as he could, including the spouses and children of Turkish nationals in the list. The remainder of the Rhodesian Jews were taken. Ülkümen was recognized as Righteous Among the Nations on December 13, 1989.
