Apostolic Nuncio of the Apostolic Nunciature at Budapest, was honored as Righteous Among the Nations on July 16, 1997. Rotta had been helping Polish refugees, many of whom were Jews, prior to the German occupation of Hungary in 1944. Following the occupation and implementation of racial policies and deportations, Rotta pressured the Catholic Church to denounce the German actions. During the summer of 1944, Rotta began issuing Vatican letters of protection to Jews in the labor battalions; and he sent his secretary with blank documents to follow the death marches, pulling Jews as quickly as he could from the columns of people. He also assisted the Red Cross and many of the other diplomats working to save Hungarian Jews. Some sources cite that he issued over 19000 Vatican letters of protection.
