Economic Counselor at the Romanian Legation in Bern, was recognized as Righteous Among the Nations July 12, 2001 for his important role in an extensive effort to save Hungarian Jews. Manoliu used his diplomatic pouch to transmit nearly a thousand Salvadoran citizenship certificates to Budapest while ostensibly on “home leave” to Romania in 1944. He was arrested in Vienna but was eventually released; in Romania, he discovered that all of the Jews of Transylvania were gone. He then proceeded to Budapest, delivering the documents to Carl Lutz, the Swiss Vice Consul. Manoliu also transmitted the Vrba-Wetzler Auschwitz Protocol to Chaim Pazner of the Jewish Agency. This was the first eyewitness account provided regarding Nazi atrocities in the East; Manoliu also testified before the Swiss-Hungarian Committee to support the eyewitness accounts of the mass murder of Jews.
